Yeah the drug schedules have little to do with safety, it's more about whether or not something is considered by lawmakers to have an accepted medical use. And meth is very addictive and very dangerous for people who are susceptible, especially in the crystallized form in which it is found on the black market. The schedules are dumb and absolutely do not reflect the relative danger of a given drug.
